Keadilan Bencana dan Gerakan Sosial Perkotaan: Analisis Sosiologi Al-Qur'an atas Demonstrasi Forum Korban Banjir Kota Langsa

Abstract

Disaster management should ideally be implemented based on the principles of justice, transparency, and trustworthiness to ensure that post-disaster assistance is distributed appropriately and equitably. However, the reality of flood relief distribution in Langsa City reveals delays, unclear beneficiary data, and allegations of nepotism and discrimination, which prompted the Langsa City Flood Victim Forum (FKBK) to stage a demonstration in April 2026. This study aims to analyze the gap between the Qur'anic values of justice and the reality of disaster relief policies, as well as to examine the FKBK demonstration as an urban social movement responding to structural injustice. The study employs a qualitative method with a case study approach and critical discourse analysis of relevant Qur'anic texts, including Q.S. An-Nisa' (4): 58 on trustworthiness, Q.S. Al-Ma'idah (5): 8 on justice, Q.S. Al-Hujurat (49): 9 on conflict resolution, and the concept of mustadh'afin. The findings indicate that the FKBK demonstration represents a demand for distributive justice and government accountability, while also serving as a space for negotiation toward conflict resolution through the principle of islah. This study contributes to expanding the application of the Sociology of the Qur'an in analyzing social movements and disaster policies, while offering an ethical foundation for fair, transparent, and accountable disaster relief governance.
